Turkey is referring to the Montreux Convention, which regulates transit even in times of war. Although the agreement excludes ships returning to their home ports, neither Russia nor Ukraine have expressed any intention of allowing their warships to sail through the Turkish straits into the Black Sea since the start of the war.<\/p>\n<p class=\"Text\">Ankara maintains good relations with both Kiev and Moscow in the midst of the war.
