At the beginning of December, the President decided in favour of promoting Admiral Alexander Moiseyev (63), who has been Commander-in-Chief of the Navy since March 2024, to Admiral of the Fleet. Although there has been a wave of promotions since the invasion of Ukraine, particularly in the highest ranks, no representative of the navy was among them. This rank has symbolic value: it is the highest rank in the four-tier rank group of naval flag officers and is the only one in all of Russia's naval branches (Coast Guard, Border Troops, National Guard).<\/p>\n<p>Only the Marshal of the Russian Federation stands above it as a common top rank. The rank of \u201eAdmiral Flota\u201c was also only awarded three times immediately after the Russian Federation Navy was founded in 1992, followed by a long period of streamlining personnel structures. Moiseyev rose within the strategic submarine forces, was briefly commander of the Black Sea Fleet until he returned to the Northern Fleet in 2019 and took over supreme command from Admiral Yevmenov in 2024 following the ship losses off the Crimea. In his inaugural speech, he promised to improve everything that commanders can improve.
