The central question is: Which economic anchor is more sustainable for Canada in the long term? The established ties to the East, represented by Germany and the European Union, or the aggressive industrial expansion to the West in the direction of South Korea?<\/span><\/p>\n<p id=\"p-rc_58a73aade485c3ac-45\" data-path-to-node=\"5\"><span data-path-to-node=\"5,0\">Canada finds itself in a situation in which economic indicators are directly translated into security policy ambitions. <\/span><span data-path-to-node=\"5,2\"><span class=\"citation-99\">Germany is already Canada's second largest trading partner<\/span><\/span><span data-path-to-node=\"5,4\">. <\/span><span data-path-to-node=\"5,6\"><span class=\"citation-98\">The depth of this relationship can be seen in massive direct investments: While cumulative South Korean investment in Canada totalled around CAD 15.7 billion by 2022, the Volkswagen Group alone invested around CAD 7 billion for its battery cell factory in Ontario, almost half of this sum in a single project<\/span><\/span><span data-path-to-node=\"5,8\">. <\/span><span data-path-to-node=\"5,10\"><span class=\"citation-97\">These figures illustrate the weight of the German industrial footprint, which extends far beyond the defence sector<\/span><\/span><span data-path-to-node=\"5,12\">.<\/span><\/p>\n<h3 data-path-to-node=\"6\"><b data-path-to-node=\"6\" data-index-in-node=\"0\">Two bidders, two industrial philosophies<\/b><\/h3>\n<figure id=\"attachment_54930\" aria-describedby=\"caption-attachment-54930\" style=\"width: 636px\" class=\"wp-caption alignleft\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-54930\" src=\"\/wp-content\/uploads\/2026\/05\/kos-ss-086-kss3-shin_chae_ho-hhi24-e1778837156474-300x151.jpg\" alt=\"South Korean submarine KSS III &quot;Shin Chae Ho&quot;. Photo: HHI<\/figcaption><\/figure>\n<p id=\"p-rc_58a73aade485c3ac-46\" data-path-to-node=\"7\"><span data-path-to-node=\"7,1\"><span class=\"citation-96\">The competition between ThyssenKrupp Marine Systems (TKMS) and Hanwha Ocean reveals two contrasting visions for Canada's industrial landscape<\/span><\/span><span data-path-to-node=\"7,3\">. <\/span><span data-path-to-node=\"7,5\"><span class=\"citation-95\">South Korea is pursuing a strategy of \u201eaggressive expansion\u201c<\/span><\/span><span data-path-to-node=\"7,7\">. <\/span><span data-path-to-node=\"7,9\"><span class=\"citation-94\">Hanwha Ocean promises not only submarines, but also the establishment of Canada as a hub for the South Korean \u201eK-Defence\u201c ecosystem<\/span><\/span><span data-path-to-node=\"7,11\">. <\/span><span data-path-to-node=\"7,13\"><span class=\"citation-93\">The offer includes impetus for hydrogen fuel cell technology and the local production of land systems such as the K9 self-propelled howitzer or the Redback infantry fighting vehicle<\/span><\/span><span data-path-to-node=\"7,15\">. <\/span><span data-path-to-node=\"7,17\"><span class=\"citation-92\">Commitments to the national steel industry at Algoma Steel in Ontario are also intended to strengthen security of supply<\/span><\/span><span data-path-to-node=\"7,19\">. <\/span><span data-path-to-node=\"7,21\"><span class=\"citation-91\">It is the promise of broad industrial revitalisation through diversification<\/span><\/span><span data-path-to-node=\"7,23\">.<\/span><\/p>\n<p id=\"p-rc_58a73aade485c3ac-47\" data-path-to-node=\"8\"><span data-path-to-node=\"8,1\"><span class=\"citation-90\">In contrast, TKMS pursues an approach of technological deep integration, the core of which is<\/span><\/span><span data-path-to-node=\"8,5\"><span class=\"citation-89\"> The \u201eCanadian Defence and Dual-Use Innovation Ecosystem\u201c (CDDE) forms<\/span><\/span><span data-path-to-node=\"8,7\">. <\/span><span data-path-to-node=\"8,9\"><span class=\"citation-88\">Instead of broad diversification into tank construction, Kiel is focusing on creating a highly specialised research ecosystem<\/span><\/span><span data-path-to-node=\"8,11\">. <\/span><span data-path-to-node=\"8,13\"><span class=\"citation-87\">One prominent example is the cooperation with General Dynamics Mission Systems-Canada to set up the \u201eArctic Sentinel\u201c underwater research and development centre\u201c<\/span><\/span><span data-path-to-node=\"8,15\">. <\/span><span data-path-to-node=\"8,17\"><span class=\"citation-86\">This centre will not only strengthen the monitoring of the Arctic sea area, but also generate up to one billion dollars of added value domestically through the development of exportable dual-use technologies<\/span><\/span><span data-path-to-node=\"8,19\">. <\/span><span data-path-to-node=\"8,21\"><span class=\"citation-85\">Particularly important: the resulting intellectual property is to remain explicitly in Canada<\/span><\/span><span data-path-to-node=\"8,23\">.<\/span><\/p>\n<h3 data-path-to-node=\"9\"><b data-path-to-node=\"9\" data-index-in-node=\"0\">The budget behind the boats: Life cycle vs. purchase<\/b><\/h3>\n<figure id=\"attachment_54927\" aria-describedby=\"caption-attachment-54927\" style=\"width: 608px\" class=\"wp-caption alignright\"><img decoding=\"async\" class=\"wp-image-54927\" src=\"\/wp-content\/uploads\/2026\/05\/Bild-2-212CD_DEEP-SEA_03-1024x1024-1-e1778837269738-300x152.jpg\" alt=\"Rendering U212CD. The differentiation between industrial order volume and life cycle costs is crucial for categorisation. <\/span><span data-path-to-node=\"10,5\"><span class=\"citation-83\">The figure of 37 billion euros often quoted describes the pure volume for the design and construction of the twelve units. This amount is used in the media in connection with TKMS. The figures for Hanwha vary, with the South Korean offer said to range from just under 30 to 42 billion euros<\/span><\/span><span data-path-to-node=\"10,7\">. Compared to the company price, the<\/span><span data-path-to-node=\"10,9\"><span class=\"citation-82\">he Canadian Department of National Defence (DND) with the \u201eTotal Cost of Ownership\u201c over a service period of 30 to 40 years<\/span><\/span><span data-path-to-node=\"10,11\">.<\/span><\/p>\n<p id=\"p-rc_58a73aade485c3ac-49\" data-path-to-node=\"11\"><span data-path-to-node=\"11,1\"><span class=\"citation-81\">This long-term calculation includes maintenance, training, spare parts stocks and necessary infrastructure adjustments<\/span><\/span><span data-path-to-node=\"11,3\">. <\/span><span data-path-to-node=\"11,5\"><span class=\"citation-80\">This is precisely the argument against an often speculated \u201esplit\u201c of the order<\/span><\/span><span data-path-to-node=\"11,7\">. <\/span><span data-path-to-node=\"11,9\"><span class=\"citation-79\">The military leadership has repeatedly rejected a division between the bidders as impractical<\/span><\/span><span data-path-to-node=\"11,11\">. <\/span><span data-path-to-node=\"11,13\"><span class=\"citation-78\">Two different ship classes would almost double the logistical complexity and the need for specialised personnel - an incalculable risk in view of the existing personnel shortage in the Royal Canadian Navy<\/span><\/span><span data-path-to-node=\"11,15\">. <\/span><span data-path-to-node=\"11,17\"><span class=\"citation-77\">In addition, the industrial offsetting projects are economically linked to the full volume of twelve units<\/span><\/span><span data-path-to-node=\"11,19\">.<\/span><\/p>\n<h3 data-path-to-node=\"12\"><b data-path-to-node=\"12\" data-index-in-node=\"0\">Clout in the context of Arctic sovereignty<\/b><\/h3>\n<p data-path-to-node=\"13\">Despite the focus on economic aspects, operational suitability remains the ultimate criterion. The competitors could hardly be more different:<\/p>\n<ul data-path-to-node=\"14\">\n<li>\n<p id=\"p-rc_58a73aade485c3ac-50\" data-path-to-node=\"14,0,0\"><span data-path-to-node=\"14,0,0,0\"><b data-path-to-node=\"14,0,0,0\" data-index-in-node=\"0\">Hanwha KSS-III Batch II:<\/b> With approx. <\/span><span data-path-to-node=\"14,0,0,2\"><span class=\"citation-76\">89.3 metres long and with a submerged displacement of around 4,000 tonnes, it is an impressive power projection platform<\/span><\/span><span data-path-to-node=\"14,0,0,4\">. <\/span><span data-path-to-node=\"14,0,0,6\"><span class=\"citation-75\">Its unique selling point is the Vertical Launch System (VLS) with ten cells for cruise missiles, which gives it high strategic effectiveness<\/span><\/span><span data-path-to-node=\"14,0,0,8\">.<\/span><\/p>\n<\/li>\n<li>\n<p id=\"p-rc_58a73aade485c3ac-51\" data-path-to-node=\"14,1,0\"><span data-path-to-node=\"14,1,0,0\"><b data-path-to-node=\"14,1,0,0\" data-index-in-node=\"0\">TKMS U212CD:<\/b> With approx. <\/span><span data-path-to-node=\"14,1,0,2\"><span class=\"citation-74\">73 to 74 metres long and with a displacement of 2,800 tonnes, it is significantly more compact and less labour-intensive<\/span><\/span><span data-path-to-node=\"14,1,0,4\">. <\/span><span data-path-to-node=\"14,1,0,6\"><span class=\"citation-73\">It relies on maximum stealth properties thanks to non-magnetic steel and the distinctive \u201ediamond shape\u201c<\/span><\/span><span data-path-to-node=\"14,1,0,8\">. <\/span><span data-path-to-node=\"14,1,0,10\"><span class=\"citation-72\">The technological expertise for VLS solutions - as already implemented by TKMS for Israel - is a proven option in the background, but is not listed as a standard hull integration in favour of acoustic camouflage<\/span><\/span><span data-path-to-node=\"14,1,0,12\">.<\/span><\/p>\n<\/li>\n<\/ul>\n<p id=\"p-rc_58a73aade485c3ac-52\" data-path-to-node=\"15\"><span data-path-to-node=\"15,1\"><span class=\"citation-71\">Optimisation for Arctic operating conditions is essential for Canada<\/span><\/span><span data-path-to-node=\"15,3\">. <\/span><span data-path-to-node=\"15,5\"><span class=\"citation-70\">This is where the CDDE concept comes in, integrating partners such as Magellan Aerospace for weapon systems, Finkl Steel for pressure hull components and E3 Lithium for the battery supply chain<\/span><\/span><span data-path-to-node=\"15,7\">. <\/span><span data-path-to-node=\"15,9\"><span class=\"citation-69\">An academic network with Dalhousie University (Halifax), Western University (Ontario) and the University of British Columbia (Vancouver), among others, will also drive forward AI-supported sensor analysis in order to technologically secure sovereignty in northern waters<\/span><\/span><span data-path-to-node=\"15,11\">.<\/span><\/p>\n<h3 data-path-to-node=\"16\"><b data-path-to-node=\"16\" data-index-in-node=\"0\">Can defence policy and economic ties be the deciding factors?<\/b><\/h3>\n<p id=\"p-rc_58a73aade485c3ac-53\" data-path-to-node=\"17\"><span data-path-to-node=\"17,1\"><span class=\"citation-68\">The decision in June 2026 will show whether Canada gives in to the temptation of South Korean industrial breadth or favours transatlantic technological depth<\/span><\/span><span data-path-to-node=\"17,3\">. <\/span><span data-path-to-node=\"17,5\"><span class=\"citation-67\">The economic ties to the East have grown historically and are underpinned by billions in investments in key sectors such as battery technology<\/span><\/span><span data-path-to-node=\"17,7\">. <\/span><span data-path-to-node=\"17,9\"><span class=\"citation-66\">U212CD also offers seamless integration into proven NATO structures and the security of interoperability with the closest allies<\/span><\/span><span data-path-to-node=\"17,11\">.<\/span><\/p>\n<p id=\"p-rc_58a73aade485c3ac-54\" data-path-to-node=\"18\"><span data-path-to-node=\"18,1\"><span class=\"citation-65\">South Korea, on the other hand, offers the dawn of a new era as a defence manufacturer<\/span><\/span><span data-path-to-node=\"18,3\">. Ultimately, Ottawa must consider which partnership will best protect national sovereignty - both industrially and militarily - over the next four decades.
