Dangers of a "shadow fleet"

Stakeholders from the shipping industry are expressing concern about the increasing danger posed by a growing "shadow fleet": tankers used to transport oil and oil products from countries such as Russia, Iran or Venezuela in order to circumvent sanctions. They point out that these ships, which sail under flags of convenience, barely meet safety standards, are often operated without adequate insurance or supervision and are only subject to minimal or no monitoring.
