Background to the national command
The Hamburg State Command represents the Bundeswehr in the Free and Hanseatic City of Hamburg. The commander of the Hamburg State Command is also the senior military officer. He is the first military advisor to the First Mayor of the Free and Hanseatic City of Hamburg and, in the event of a crisis or tension, commander of all Bundeswehr troops in the federal state.
Since the refocusing of the armed forces on national and alliance defence and the strengthening of Germany as a "hub" for alliance partners, the Hamburg State Command has coordinated all military troop movements of German and allied forces in the city area. Its operational core is the Situation Centre, which is in constant communication with civilian authorities, institutions, companies and blue light organisations, as well as with the superior office, the Operational Command in Berlin, which is responsible for the operational command of the armed forces.
The Hamburg State Command also continues to be the point of contact for the Hamburg Parliament and Senate in all matters relating to possible support services provided by the Bundeswehr in the context of official and disaster relief. In the recent past, the Bundeswehr supported the state government with refugee aid in 2015/16 and during the coronavirus pandemic from March 2020 to February 2022.
The Hamburg State Command is also responsible for the support and logistics of naval vessels from Germany and abroad, including NATO ship formations. Host nation support also includes the preparation of diplomatic visits between the ships' delegations and high-ranking representatives of the Free and Hanseatic City of Hamburg.
