German Marine Association calls for better protection of critical maritime infrastructure

At this year's meeting in Hamelin, the delegates of the 112th Congress of Representatives of the German Naval Association called on the Bundestag and the Federal Government to initiate a Maritime Safety Act to clearly regulate responsibilities at sea.

"Modern societies," says Heinz Maurus, President of the German Navy Association, "are dependent on critical infrastructure, including in the maritime environment. Among other things, it serves the energy supply, data traffic and trade by sea. Under water, it can only be monitored and protected with considerable effort.

In view of the acts of sabotage that have already occurred, Nord Stream 2 and on a gas pipeline and a telecommunications cable between Estonia and Finland, as well as the generally obvious threats to critical infrastructure at sea, optimal protection must already be organised in peacetime. Especially as it often extends not just across one legal area, but across several different ones, across territorial waters, exclusive economic zones and the high seas. Today, this results in different responsibilities of national and international, public and private actors for their protection."

In the opinion of the German Naval Association, the protection of critical maritime infrastructure requires processes, procedures and responsibilities to be reviewed in terms of their practicability. This should take place within the German Armed Forces, across ministries, nationally and multinationally. It must be ensured that all findings from all stakeholders can be quickly summarised and evaluated to form a comprehensive maritime situation picture so that action can be taken and protection provided quickly and efficiently.

"A maritime safety law must clearly regulate who can and may do what when action is required to protect critical infrastructure," concludes Maurus.
