At its 132nd session in July 2024, the Council of the International Maritime Organisation (IMO) decided on several steps to modernise its working methods.

In future, plenary sessions will be broadcast live (live streaming) and documents will be made publicly accessible for the first time. In addition, opportunities for both virtual and in-person participation in meetings will be permanently established and multilingualism will be improved through a new strategic framework.

Secretary General Arsenio Dominguez (Panama) intends to continue modernisation and transparency at the IMO and will also strive to increase efficiency, from restructuring to the optimal use of financial resources, staff recruitment and building facilities, Dominguez said in his opening speech.

The IMO Council acts as an "executive body" that oversees the work of the International Maritime Organisation and performs almost all the functions of the IMO Assembly, with the exception of making recommendations to governments on maritime safety and pollution prevention. The Council is made up of 40 member states, which are elected by the Assembly for a two-year term. Last year, for the first time, Russia did not receive enough votes for re-election to the Administrative Council of the UN Maritime Organisation.
