Prime Minister Mark Rutte and Ukrainian President Volodymyr Zelensky signed the announced ten-year security agreement in Kharkiv on 1 March. The agreement focuses on medium and long-term military and political support. In addition to the Netherlands, countries such as the UK, Germany, France, Italy, Canada and the EU had previously signed such agreements with Ukraine.

The Netherlands is also providing Ukraine with fourteen rigid hull inflatable boats (RHIB). These are fast and manoeuvrable militarised river patrol and combat boats. The boats come both from the navy's own fleet and from industry.
These agreements are intended to show that the international partners are supporting the attacked Ukraine in its long-term self-defence against the Russian aggressor. With the agreement, The Hague is offering Kiev the prospect of further short-term support for air defence, artillery, armoured vehicles and long-range weapons.
Ukraine is also to be supported politically in its endeavours to join the European Union and NATO.
