Quadriga 2025 - Bundeswehr and NATO practise alliance exercises

With the Quadriga 2025 exercise series, the German Armed Forces, together with armed forces from 13 other nations, are practising the protection of the Baltic Sea region under conditions of crisis and war.

During the core exercise period from August to September 2025, around 8,000 German servicewomen and men from the navy, army, air force, cyber and information space and support units will take part in several large-scale exercises in Germany, along NATO's eastern flank and in the Baltic Sea. After training the Bundeswehr's capabilities and interoperability with partner forces at Quadriga in recent years, primarily in the air (2023) and on land (2024), the focus in 2025 will be on the maritime dimension. For this reason, the Navy is in charge of organising the exercise. There is a particular focus on the Northern Coasts maritime sub-exercise. The naval command in Rostock has overall responsibility for the planning and realisation of Quadriga 2025.

Quadriga 2025 demonstrates the determination, capability and will of Germany and its allies to defend their territory and the NATO alliance area against any external attack. The Bundeswehr is in a position to deploy forces at short notice, both by land and sea, and to move to interoperable defence. Quadriga 2025 and the associated increased exercise activities are an expression of the turning point in security policy to increase Germany's defence capability.

The core objective of the exercise series is to increase the operational readiness of the Bundeswehr and thus contribute to national deterrence. Logistical support for the army forces is an integral part of the exercise. To this end, the transfer of troops and equipment by sea, land and air to Lithuania will be practised during Quadriga 2025 in order to directly support NATO partners in the multinational defence of the eastern flank (Grand Eagle exercise component). The focus is on transport via various modes of transport such as road, rail and sea (Brave Blue exercise component), in which the logistical network in a country of operation is also practised. Another focus is on the supply of fuel (Safety Fuel exercise) and other goods in Lithuania as well as the protection of the necessary defence infrastructure. The range of exercise projects also includes the clearance of sea mines and protection against the multidimensional enemy threat above and below the water as well as from the air (Northern Coasts exercise component). The navy will be supported by the air force (Air Mag Day exercise component). Civilian authorities and police forces are involved even before the transport ships set sail. This emphasises once again that the transport of personnel and material through Germany is a task to be managed by the entire state and society as a whole. Another focus of Quadriga 2025 is on medical care at sea. This includes the transport of wounded and cooperation with civilian healthcare players on land (Role2Sea exercise component). The aim is to ensure a seamless rescue chain under challenging conditions with a high number of casualties - from sea to land. The defence against drones and the use of newly procured equipment for this purpose is firmly integrated into all phases of Quadriga 2025. At the same time, special forces from various NATO nations and the Bundeswehr in Finland (Silver Dagger exercise component) as well as the Army's homeland defence forces and the Navy's reserve forces in Germany are practising the protection of defence-critical infrastructure (National Guardian exercise component). At an operational level, Quadriga 2025 will be led by the Bundeswehr Operational Command, which was newly established on 1 April 2025.
