Update: Bosphorus remains closed to warring parties

Ukraine will not be able to participate in the mine clearance programme agreed between the Black Sea navies of Turkey, Romania and Bulgaria.

As expected, Turkey declared to its NATO allies that it would not allow the two minehunting units (M108 HMS "Grimsby" and M112 HMS "Shoreham") handed over to Ukraine by the UK to transit its waters through the Bosporus and Dardanelles straits. Turkey is referring to the Montreux Convention, which regulates transit even in times of war. Although the agreement excludes ships returning to their home ports, neither Russia nor Ukraine have expressed any intention of allowing their warships to sail through the Turkish straits into the Black Sea since the start of the war.

Ankara maintains good relations with both Kiev and Moscow in the midst of the war. However, Montreux will be implemented impartially and carefully in order to prevent an escalation in the Black Sea, according to the Turkish government.
