Die Kommission für die Erhaltung der lebenden Meeresschätze der Antarktis (CCAMLR - Convention on the Conservation of Antarctic Marine Living Resources) hatte im Juni 2023 zu einer Sondersitzung eingeladen, um den sechs Jahre dauernden Stillstand bei der Einrichtung zusätzlicher Meeresschutzgebiete im Südpolarmeer zu überwinden. Wieder einmal blockieren China und Russland.
