The living generation cannot remember ever seeing certainties disappear as quickly as we have experienced in recent years.
This goes hand in hand with new political, social and technical trends, the consequences of which nobody can predict. The topics of digitalisation, cyber and climate are just as integral to the maritime world as they are to the current political debate. Our Blog #meerverstehen therefore poses ten questions on safety at sea to stimulate discussion:
  1. What role can and should the oceans play as suppliers of raw materials and energy?
  2. Can robotics and 3D printing shift industrial production from emerging markets back to Europe and other high-wage countries, thereby significantly reducing maritime transport and its emissions?
  3. How can strategic maritime infrastructure, and in particular submarine cables and pipelines in view of their importance for information and energy supply, be protected?
  4. Where is the law of the sea heading in view of new maritime powers with strong interests of their own, e.g. with regard to the South China Sea and the Northeast Passage?
  5. Will future merchant ships be unmanned, and if so, how will they be protected against cyber piracy, for example, and what legal status will they have?
  6. What does the increasingly dense satellite surveillance of the earth's surface and the sea mean for the operations of naval forces?
  7. How can maritime traffic and the freedom of movement of naval forces be safeguarded against new threats such as new types of long-range, supersonic missiles or attacks by unmanned boats?
  8. Is it justifiable to have people on board warships fighting against unmanned remote-controlled and autonomous weapon systems?
  9. What is the right combination of conventional, human-operated systems and unmanned subsystems with varying degrees of autonomy above water, under water and in the air?
  10. What roles do people still have at sea?
