Russia fails to be re-elected to the IMO Council

The International Maritime Organisation (IMO), based in London, is responsible for regulating the safety of international shipping and preventing pollution and comprises 176 member states. Russia has been a member since 1958 and has always been re-elected to the IMO Council.

Last year, for the first time, Russia did not receive enough votes for re-election to the UN Maritime Organisation's governing body after Ukraine, which did not stand for election, pushed for Russia to be excluded. In a televised address to the IMO assembly, the Ukrainian president said that Russia had no place in the International Maritime Organisation or its governing bodies because no one had done more damage to freedom of navigation in recent decades than Russia.

The Russian IMO delegation replied that Russia deserved its place on the Council. Russia plays a balancing and constructive role, not only in this body, but in the entire organisation.

This vote is a further setback for Russia after it failed in its attempt to return to the United Nations Human Rights Council in October 2023. And in October 2022, Moscow also failed to receive enough votes for re-election to the Administrative Council of the International Civil Aviation Organisation (ICAO).

The secret ballots are seen as a barometer of how presentable Russia is worldwide following the invasion of Ukraine in February 2022, and as a test of the West's efforts to further isolate Moscow.
