Navy should receive two more submarines
Following an initiative by the Bavarian Minister President on 9 March, the Bundesrat passed a resolution for an immediate programme to equip and prepare the Bundeswehr for deployment. The Bavarians are making concrete proposals for the procurement of the future for the special fund of 100 billion euros. The Bundesrat is thus calling on the Federal Government to initiate an immediate programme to equip the Bundeswehr and ensure its operational readiness.
Here is the Söder proposal in brief:
- Stockpiling of ammunition for all weapon systems
- Procurement of a large number of Airbus H145M multirole helicopters
- Replacement for CH-53
- Fully equipped for the army's eight brigades
- Parallel development of an army air defence system
- Immediate arming of the leased Heron TP drones
- Procurement of state-of-the-art radar systems for longer warning times.
- Modernisation and full equipment with secure means of communication
- Simplification of complex structures to free up more personnel for the troops
- Commissioning of the Tactical Air Defence System TLVS
- Replacement of the TORNADO as a nuclear weapons carrier by F-35 or F-18
- Replacement of the ECR Tornados with EUROFIGHTERs
- Procurement of combat drones
- Fully equipping another army division
- Upgrade of the "Tiger" combat helicopter
- Establishment of a further air transport squadron based on the A400M
- Purchase of 4 instead of 2 submarines as part of the cooperation with Norway
- Procurement of military satellites against attacks in space.
- Long-term development projects: FCAS, MGCS, MAWS, Class F 127 frigate

The navy should also be better equipped.
- a total of 6 U 212 CD but with VLS or more than 4 torpedo tubes for launching missiles
- F125 VLS retrofit.
- 5 new corvettes K130 long with 8 RBS15 and one VLS
- A total of 6 F126(MKS180) or 4 and 4 XO139/131 crossovers for landing operations
- Rapid development of the F127 (massive combat power), possibly purchase 3 air defence frigates beforehand
To effectively seal off the Baltic Sea approaches, at least 10 (more likely 20) fast patrol boats (successors to the 143 class or similar) would probably also have to be purchased.
